You can add only 14 clothes at most, atleast that's what I know.
The shopping.dat limit for clothing section though is really low, IMO.
shopping.dat is the file which enables us to add even more clothes to game. One thing about adding clothes to San Andreas is that there's no limit adjuster out there which hacks shopping.dat limits. So much so, I've a series of mods which adds Unused Clothing (cancelled clothing) to the original game. This is something which I've done quite a lot in the past.
